Technical Software Project Manager
(Delivery Lead – Technical Background Required)
Location: Cebu or Manila, Philippines (Remote-first, aligned to Australian business hours – AEST)

The Role
C9 is seeking a Technical Software Project Manager with a strong prior background in software engineering or technical delivery who has transitioned into project management.
This is not a purely administrative PM role. You will work closely with developers, architects, and clients, translating business objectives into technically sound delivery plans and ensuring solutions are built correctly, not just delivered on me.
You'll manage multiple concurrent client engagements, primarily involving modern software platforms, cloud solutions, integrations, data pipelines, and automation initiatives.
Responsibilities
Lead end-to-end delivery of software and technical projects, from discovery through to production release.
Partner directly with developers, architects, and technical leads to shape delivery plans grounded in technical reality.
Run structured delivery using Agile/Scrum and hybrid methodologies, adapting pragmatically to project context.
Own project scope, meeting deadlines, dependencies, risks, and quality across multiple workstreams.
Act as the technical interpreter between engineering teams and non-technical stakeholders.
Review and challenge technical decisions where required (architecture, integration approach, sequencing, feasibility).
Maintain delivery
Ensure adherence to engineering best practices, SDLC standards, and agreed architecture patterns.
Lead sprint ceremonies, delivery checkpoints, and stakeholder reporng.
Drive continuous improvement in delivery processes, estimation quality, and execution discipline.
What We're Looking For
Prior hands-on technical experience in software development, engineering, or technical delivery (e.g. developer, senior engineer, technical lead, solutions engineer).
Demonstrated transition into project management or delivery leadership roles.
Strong understanding of modern software delivery:
APIs and integrations
Cloud platforms (Azure / AWS)
CI/CD concepts
SDLC and release management
Proven experience delivering complex software projects, not just coordinating them.
Confidence engaging deeply with technical teams while remaining outcome-focused.
Project & Delivery Skills
5+ years combined experience across technical delivery and project management.
Strong working knowledge of Agile/Scrum and hybrid delivery models.
Experience using delivery tools such as Azure DevOps, Jira, Confluence, or equivalent.
Ability to balance technical depth with commercial and client priories.
Comfortable managing ambiguity, changing requirements, and fast-moving delivery environments.
