Web Developer/App Developer/Legal Assistant

I am looking for someone who can build out my idea, I have a basic app concept. Currently, the concept is only in react javascript + tailwind CSS and includes only a few screens. I am looking for a web/app developer who can create the Google/apple developer accounts and create this app for me, finishing it on the web and finishing it up so it works on both the Google and app store. Also looking for someone to help with legal help like creating NDAs and legal contracts this.
