GIS Analyst/Developer

I need someone who can help find all vacant land parcels in several counties/cities in Oregon using GIS shapefiles. I need someone proficient in QGIS software (or similar software), the ability to send emails to these counties/cities and/or research online where to find the shapefile downloads, organize the data, and download the data from QGIS (or similar software) into a csv file.

I need someone who is fluent in English and who can communicate and stay organized. This can be done part-time or full-time until the job is completed. It can be completed any hours of the day.
